My game would appear full screen when I opened the game menus. Once I started a missions, however, it would switch over to borderless with the window bars across the top. DgVoodoo was also not compatible with it, so I did the following.

Open the NHQAppFix Application.
 
Select from the drop-down menu. Delta Force TFD window border / memory swap fix .
 
Click Install / Updating a Select App Fix
 
 

 
 
 

Test it
