Steps

1. Go to directory C:\Program Files (x86)\Steam\userdata\<user_id>\1293830\
2. Delete all files and folders inside this directory 
3. Disconnect from internet 
4. Start game 
5. Select Continue 
6. Play the prologue till you get your first car 
7. Quit game 
8. Connect to internet 
9. Start game 
10. Steam dialog box appears, select Play Game -> Upload Local Saves to Cloud
