The answer is because you have 0 relation with them. Follow my 3 phase plan and you will have a personal army of babies in no time.
Phase 1: Build Relation
All you need is 1 relation. Beat them in a board game, give them a gift, or put them in a party and follow them around and jump into their battles.
A trick that works well with your clan/family members is calling them to an army, as it costs nothing, chasing after a looter party and dismissing the party you wish to build relation with just before you catch them. They will continue to engage the looters, you quickly follow up behind and join the battle.
Note: I like to build like 20 relation with them. Perhaps it makes no difference but I have a theory that the higher the relation the higher the chances of pregnancy.
Phase 2:
Now either pop them back in your army, or disband their party and take them back to yours, and head to a nearby town and spend the night there.
Note: IMO it’s key to stay in the town for a bit, I generally do an overnight. Don’t just pop in and out. Again this is just a theory, perhaps just popping in and out is enough (no pun intended), but I have noticed that if you hang out in towns your army members will continue to take more actions over time (buying troops/ selling items) so I think the longer you are in a spot the higher the percentage chance of various interactions, such as conception, will happen.
Phase 3: Big Profit
Then stick them in a fief for 9 months so they don’t die in a battle you forgot you were bringing them into…
You do this you should have a constant stream of free companions and soldiers. I don’t think your family needs to have relation with their spouses to reproduce but you still need to have them together hanging out at towns from time to time.
