Step 2: For Edgy Black Swordsman Stuff finish Story Mission No.: 15 and talk to Edgy Black Swordsman. 
 
Step 3: For the Real Deal reach Story Mission No.: 17 and beat that dude. 
 
Step 4: In both Cases, go into your Equipment. 
 
Step 5: Hit that Button right here: 
 
 
 
Step 6: Murder. 
 

The Other Part

You don’t have that Button at the Beginning. 
 
You can’t dual wield multiple (Two Different in one Slot) Weapons. 
 
You don’t need a Second Weapon to dual Wield. 
 
You need double the Stat requirements to Dual wield. 
 
No you can’t dual wield Miniguns. You can’t dual wield Snipers either. Double Sword? Noppers. 
That’s not very Poggers.
