The Viper guild gear (armor and two new swords) are available only after purchasing the “Heart of Stone” story DLC

All the necessary armor diagrams can be purchased from a certain countess during an auction during the story quest “Open Sesame”

The schematic for the Venomous steel sword of the Viper guild can be found in one of the chests during the story quest “Open Sesame” at the very end of the quest.
